The Florida Department of Transportation Continues Construction for 23rd Street Flyover’s Final U.S. 98 Access

FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION:

“The Florida Department of Transportation (FDOT) continues construction activities ahead of opening the 23rd Street Flyover’s final U.S. 98 access road to motorists. When completed, motorists traveling ground-level U.S. 98 west will exit at the Hannah Avenue exit just east of 23rd Street and travel under elevated U.S. 98 to access ground-level U.S. 98 east. Contractors are grading the roadway in preparation for asphalt laying operations.  

In addition to the new roadway, the stormwater pond (located along the south side of the access road) is being expanded to maximize the pond’s ability to contain stormwater runoff. This pond provides a key element in the stormwater drainage system by capturing excess rain and ground water runoff from the roadway surface, making the roadway safer.  

Concrete curb and gutter and sidewalk construction are also part of the work being performed during the final construction phase.

In 2020:

  • Several hundred concrete mixer trucks delivered thousands of cubic yards of concrete for the U.S. 98 permanent bridge construction.
  • Crews placed concrete for traffic barrier walls, rigid shoulder curb and gutter, and sidewalk construction.
  • Mechanically Stabilized Earth walls, traffic rail and concrete FL U-beams were painted and the lower portions of the walls received an anti-graffiti coating designed to prevent graffiti from bonding to the surface.
  • Eastbound U.S. 98 traffic shifted off temporary 98 onto the newly constructed permanent road to allow for the final construction phase. This shift replaced the need for a traffic signal at the 23rd Street/U.S. 98 intersection.
  • Travel lanes on the Hathaway Bridge increased from three to four lanes. The new lanes align with the 23rd Street Flyover’s four travel lanes, allowing for free traffic flow through this heavily traveled corridor.”
